Silver tip

Silvery bud still covered in down, from leaf that has not oxidised heavily.

Silver tips are buds covered in fine white down. Because oxidation has not gone far, they stay silvery-white rather than turning gold.

You see them in lightly oxidised teas such as Darjeeling first flush. Pale buds mixed through the leaf are silver tips.
